
Are there still individuals or groups committed to supporting the Uyghurs?
Initial Statement: Between 2017 and 2019, a period of intensified security measures in China saw an estimated one million individuals from the Uyghur population and other minority groups held in facilities described as “re-education” centers.
Guan Heng’s Story: Guan Heng took immense personal risks, even going so far as to film sensitive locations in China’s northwestern Xinjiang region. His online videos exposed the world to the sites where Chinese authorities were detaining Uyghurs and other ethnic minorities. In 2021, the Trump administration officially characterized China’s actions in Xinjiang as a form of genocide. Shortly thereafter, Mr. Guan fled China and sought asylum by crossing the U.S. border. However, this act made him a target of the subsequent Trump administration, which apprehended him in August for unauthorized border crossing.

Legal Proceedings and Concerns: On December 15th, a legal representative for the U.S. Department of Homeland Security indicated that Mr. Guan might be transferred to Uganda to pursue asylum there. However, his lawyer, Chen Chuangchuang, expressed strong doubts, believing Uganda would likely repatriate Mr. Guan to China. This potential action, the lawyer noted, would contravene the principle of non-refoulement, which forbids states from returning individuals to countries where they face the risk of persecution.
Post-Detention Realities: Following the security crackdown from 2017 to 2019, where an estimated million Uyghurs and other minorities were detained in “re-education” camps, the situation for those affected has evolved. Some of these facilities have since been dismantled, while others have been repurposed as factories or prisons. Individuals who were held have either been released, subjected to forced labor, or incarcerated. Uyghurs who managed to leave China found themselves cut off from their families, with many seeking refuge in nations like Canada, where governments expedited their resettlement processes.
Current Pressures and China’s Narrative: Today, Uyghurs who have escaped their homeland are facing diminishing protections as China exerts pressure on other nations to extradite them. Simultaneously, the United States and Europe have adopted a more stringent stance towards refugees. China, meanwhile, actively promotes Xinjiang as an attractive tourist destination and a safe haven for Uyghurs to return to. Its officials vehemently deny any human rights violations in the province, with foreign ministry spokesperson Lin Jian dismissing such claims as “the lie of the century.” He asserts that Xinjiang is experiencing economic prosperity, social stability, and inter-ethnic harmony, leading to improved living standards for its residents.
International Deportations and Shifting Policies: In February, Thailand deported 40 Uyghurs who had been held in Bangkok for a decade back to China, despite objections from the United Nations. Turkey, historically a sanctuary for exiled Uyghurs due to shared Turkic heritage, has been revoking residency permits for some Uyghurs, detaining them in deportation centers, and pressuring them to sign “voluntary return” documents, according to Human Rights Watch. Since 2024, Turkish courts have been ruling that the principle of non-refoulement does not apply to Uyghurs, based on the premise that they may not face mistreatment or torture in China.
